Brazil

With KGH Border Services in Brazil we did a study to investigate the possibilities to simplify the payment system for payments to the governmental agencies, both on import and export of goods.  The result should be a single payment system for all these payments.

At the moment we started our investigation all services had to be paid seperately on the occasion of import or export. We suggested to take the EU situation as an example how it could be improved. In the EU we are used to payments to seperate levels of duty collectors like the national level or the EU level. We also suggested to let the release of goods be independent of the moment the payment is effected.

In the Netherlands this deferred payment is combined with a system of guarantees put by the importers. The guarantees are checked on ervery payment tob e sure the guarantee still is sufficient. Payments are done on a monthly basis afterwards. We are sure this can also be implemented in the Brazilian situation and thus will speed up the release of goods significantly. The whole idea is adopted by PROCOMEX, the organization for the internationally operating companies in Brazil.

Serbia and Montenegro

For the Balkan countries and Moldova with KGH Border Services we investigated the potential and the current use of bilateral and diagonal cumulation while achieving the preferential origin of goods in the trade with EU, EFTA and Turkey.

This resulted in a good understanding of this subject and led to  a clear set of recommendations for CEFTA in Brussels, the organization dealing with the interest of these countries in the negociations with EU and other countries. Our main recommendations were to allow full cumulation within CEFTA and to abolish the no-drawback rule like in the agreements with the Magreb and Mashrak countries. We presented these recommendations in Montenegro and in Serbia to representatives from trade and governmental agencies. We also conducted a training in these two countries on these subjects for participants from both trade and government.

At this moment the knowledge we gained with this project is very helpfull to train and support Dutch companies dealing with the production of goods and the customs aspects of this production like origin and inward or outward processing.
